About COP


Founded in 2009 and based in the Washington, DC area – COP provides the only full-time law enforcement/police voice in the US Congress in opposition to Drug Prohibition.   COP is unique, making personal visits to all 535 Congressional offices several times a year. COP also assists other organizations to understand the police perspective of drug prohibition policy.

COP’s mission is to educate Members of Congress and the Washington, DC federal bureaucracy that in order to reduce crime, death, disease and drug use, our  current federal drug prohibition laws must be repealed.  This is being accomplished by focusing on the anti-prohibition message.    In addition, we provide information to state policy makers, criminal justice professionals, and the public through consultation, education programs, conferences, publications, the news media and the Internet.   COP also provides speakers to educational institutions and civic organizations of all kinds.

Linda Carr of Madison, WI: Mother of two, grandmother of three, accountant, graduate of the University of Wisconsin, concerned/active citizen since the ’70s.

Orrin Carr of Madison, WI: Father of three,  business man, University of Wisconsin graduate, concerned/active citizen since the ’70s.

Jerry Epstein of Houston, TX: former USMC officer,  businessman, graduate of Rice University, co-founder of the Drug Policy Forum of Texas and drug  reform activist since 1995.  Founding Member of the Drug Policy Forum of Texas (www.dpft.org)

Eric Sterling, Esq.  of Silver Springs,  MD:  Father of one, eight  years legal counsel to the US House Judiciary Committee, retired president of the Criminal Justice Policy Foundation (www.cjpf.org), drug reform activist since 1990.

Howard Wooldridge of Frederick, MD: retired police detective, graduate of Michigan State University, co-founder of  Law Enforcement Against Prohibition (www.leap.cc),  full-time advocate since 2006 in Washington, DC as the police voice in opposition to drug prohibition, drug policy reformer since 1997.  Fluent in three foreign languages.

Howard Wooldridge, a retired police detective and drug policy specialist currently represents COP in Washington, DC. Since 2006, he has been the only full-time police voice in DC calling for an end to Drug Prohibition.
